Finally, I'm finished. I present: www.furaffinity.net/view/3796235/So, I ended up just going with my gut and not bothering waiting for ME2 to paint my picture of the Migrant Fleet. Hopefully it goes over decently well. Not as polished as my other works, but I figured if I didn't get something published I'd go stir crazy. And possible get mobbed by folks with pitchforks.

Your description of the Migrant Fleet is actually perfect, with one exception; they do have plantlife, tended gardens integrated into larger rooms act as public meeting places. Tali's trial in ME2 takes place in one.
But what you have spot-on is that the Quarians are deeply bitter about those damned suits; "I if I don't wear a helmet in my own home, I die! A single kiss could put me in the hospital!"
They're also pretty bitter about the Fleet itself; "My 'Home' is one hull breach away from killing me!"
Without serious Deus Ex Machina-level tech like Highborn nanites, it would take them centuries to acclimate to any planet besides their homeworlds; because they'd have to bioengineer themselves to meet it halfway - and even the homeworlds would require decades of similar acclimation.
They're also culturally timid because the Fleet requires so much maintenance. They'd require a sharp shock like the loss of the Liveships, all right.

Glad to know. I figured that there'd be at least small plants somewhere on the Flotilla, but decided to take a bit of poetic license with that.
Wasn't sure if they had Dreadnoughts in the Migrant Fleet in ME canon either, but hell, if the Batarians can have one or two even in their isolated state, surely the Quarians managed to keep a few around from the original exodus, or perhaps managed to salvage them during their travels. Even with 50,000 some odd ships in the fleet, without the firepower of a Dreadnought I imagine they'd be sitting ducks for any determined attacker.
