Phase Two Surplus Act:
The Phase Two Surplus Act was finalized in the Senate, ratified, and then endorsed by Empress Sativia in July of 2193.
The plan called for the complete phasing out and surplusing of all last generation military hardware to the Auxilias, Home Guards, Noble Houses, and Mercenary commands. It was determined that the new Phase-Three hardware would be a more suitable platform for integrating Na'vi Crystal Technology, and such integration would be much more effective than refitting current issue.
All Imperial Shipyards were switched over to production of Phase-Three hardware. All surplus equipment was to be sold at Fair Market Value +10-25% depending on customer. Customers who had canceled orders because of the production switch were sold their remaining run of units at cost.
The only classes of vessel originally limited from this act were High Terra-Class INSDs (Initially, once the Ares Shipyards were completely converted to production of Stalwart-Class INSDs they began being surplussed to the various Imperial Races Auxiliary Fleets and Home Guards), Demeter-Class Gunboats (The Demeter-Class was actually a Phase 2.5 design instead of a Phase Two, it was deemed acceptable for refitting), and all Support-Class vessels (Fleet Tenders, EW: Electronic Warfare and CM: Counter Measure Class Frigates, All types of Transport vessels).
Complete Phase-Three Status of the Imperial Armed Forces is expected to be finished by 2203.

Improved Sector Defense Pact:
Emperor Wehrfeldt initiated a bold plan to fortify the Imperial systems, construction actually began during the First Contact War, but the plan was not formalized until after the conquest of the Citadel and subjugation of the Council races. It was formalized as the 'Improved Sector Defense Pact' in 2163. It was separated into three parts:
1: Palisade. 2: Castle. 3: Keep.
Section 1 defined how the Empire would protect it's colonies and member worlds. 'Palisade' attached Auxiliaries to Imperial Sector Fleets making wide random patrols out of regional capitals.
It also set the basis for colonial defense: Local Colonial Militia, or well armed Noble House Forces backed up by, ideally, one Imperial Military base per cluster with a sub-cap (Frigates, Gunboats, and Fighter Carriers.) response time of 8 hours. Sector Fleets would have an average response time of 48-72 hours, but would be able to bring down enough firepower to cleanse a solar system.
Section 2 defined Command and Control. 'Castle' created two different command centers, one based on Arcturus Station, and the second based at Citadel Station (The Citadel).
Nominally, they would be two halves of a whole, Arcturus handling half of Imperial and Territorial Sectors, and the Citadel handling the other. In reality, while the citadel CinC retained the ability to function as an autonomous entity, it's primary aim was intelligence gathering and espionage, both of the Subjugated races and of the races on the borders of Imperial territory.
Arcturus was expanded, a new station, three times the size of it's predecessor began construction. construction on a new shipyard, rivalling the Ares yards in orbit over Mars, also began. Hundreds of defense satellites were established, even more automated gun emplacements were placed on asteroids and planetary bodies in system, and dozens of gas and mine fields were created.
The Mass Effect Relay leading to Sol was towed closer to Arcturus Prime and engine pods were installed. As a fail-safe, it can be triggered to crash into the planet below, cutting off an enemy from reaching the Homeworld. Today, Arcturus functions as the beating heart of the Terran Fleets, coordinating relief, reinforcement, and resupply, and transmitting orders from the Brain of the Terran Fleets, High Terra.
Section 3 dealt with the establishment of defenses in Sol system, and the fortification of Terra itself.
'Keep' Initiated massive construction projects all over Sol. The entirety of Mars was converted to RnD and Manufacturing. Thousands of factories and warehouses were constructed, 4 more full shipyards were constructed in orbit.
Military Installation 'Gadsden' was constructed on the Charon Relay. In the event of attack Gadsden's sensor arrays were linked to Planetary-Defender energy cannon batteries on Pluto, and would be able to vaporize ships as they exited the relay network. As a failsafe, Charon itself was rigged to detonate if Gadsden was compromised. (While this would cut Sol off from the Relay network, it was deemed necessary to ensure the safety of the Homeworld.)
